Parish Development Model · Operational layer

Extending PDM from
parish administration
to village operations.

PDMIS provides national programme administration and reporting. GIRA extends programme execution to the village by equipping LC1 Chairpersons, Parish Chiefs and Local Governments with the operational tools required to mobilise communities, monitor enterprises, verify households, resolve issues and continuously update programme performance.

Position

Not a replacement. Not a competing database. Not another parallel government system.

GIRA is the local government operational layer that continuously feeds verified, real-time intelligence into PDMIS and other national systems.

System architecture

One ecosystem, two roles.

The national instruments hold the programme record. GIRA operates at the village. Verified operational intelligence travels upward continuously — every village activity becomes national intelligence.

Bringing PDM to every village

Extending PDM beyond reporting.

PDMIS provides structured programme management and national reporting. GIRA complements this by enabling continuous engagement with citizens, enterprise groups and village leadership. It captures operational intelligence at the point where development actually happens — within communities — and transforms it into verified information that supports parish, sub-county, district and national decision making.

Household operational lifecycle

Every stage has a name against it.

A household is not a row in a survey. It moves through ten operational stages, each with a responsible officer, an instrument that produces evidence, and a field it updates in the programme record.

Enterprise intelligence

Twelve groups, continuously understood.

Enterprise health is derived from ordinary operational activity — meeting registers, repayment ledgers, attendance sheets — so a problem surfaces the day it appears rather than at the next reporting cycle.

Why this matters

From reporting to action.

Reporting tells Government what happened. GIRA tells Government what is happening right now — which means intervention becomes possible while it still changes the outcome.

Strategic statement

PDMIS provides the national programme record. GIRA provides the operational intelligence that keeps the programme alive at community level. Together they create a complete digital ecosystem — from the household and enterprise, through the village and parish, to district leadership and national oversight — ensuring that every intervention is visible, measurable, verifiable and actionable.
